第三届南南人权论坛于2021年12月8日在中国北京举行。参加此次论坛的传播研究院（ICS）的博士留学生有：来自肯尼亚的丹尼尔·奥罗、来自加纳的约翰·德穆亚科尔、来自卢旺达的多纳蒂安·尼永齐玛和来自博茨瓦纳的戈波朗·迪特尔霍克瓦。他们以论坛的分主题为依据，就不同议题发表了演讲。
The third annual South to South Human Rights Forum was held in Beijing, China on December 8, 2021. International Ph.D. students from the Institute of Communication Studies (ICS), at the forum, were, Daniel Oloo from Kenya, John Demuyakor from Ghana, Donatien Niyonzima from Rwanda, and Gopolang Ditlhokwa from Botswana. Three students of they made presentations on various topics based on the sub-themes of the forum.

丹尼尔·奥罗发表了一篇题为《中国反贫困实践与人权实现》的论文，论文从中国消除贫困、人权与发展、文化视角、社会倡议、普遍性与赋权、政治稳定与治理等方面展开。“在大多数情况下，消除贫困的战略和信息在全球舞台上面临着虚假信息或错误信息。这不是健康的，而且会损害希望学习消除贫困的新实践的个人、国家和行动者的努力。还需要重点注意的是，在消除贫穷的努力中，人类发展和人权问题是相辅相成的，缺失一个方面就不能实现另一个方面。”
Daniel Oloo’s presented a paper on “Anti-Poverty Efforts and Realization of the Human Right to Development in the Context of China” deriving from on situating poverty eradication, human rights, and development in China, its cultural perspective, societal initiatives, universality and empowerment, political stability and governance. “In most cases, poverty eradication strategies and information have been faced with either disinformation or misinformation on the global stage. This is not only healthy but also undermines the efforts of individuals, countries, and actors who may wish to learn new practices in poverty eradication. It is also important to note that in poverty eradication drives, human development and human rights issues go hand in hand, and one cannot accomplish the other in the absence of the other aspect.”

John Demuyakor’s presentation
约翰·德穆亚科尔的论文题为“非洲的人权和善治：非洲如何从中国的人权和善治的成功案例中学习？”，论文重点讨论了2000年《非盟组织法》(HRA)的关键专题领域、非洲实现人权与善治的挑战、中国的人权和善治成就的特点。“非洲国家可以向中国学习，中国已经实施并建立了适当的监测和评估机制，以促进有效的人权和善治。这带来了巨大的社会经济发展，并改变了数十亿中国人的生活。”
John Demuyakor’s paper was titled “Human rights and good governance in Africa: How can Africa learn from China’s human rights and good governance success stories?” focusing on key thematic areas of the 2000 AU Constitutive Act (HRA), Challenges of achieving HR and Good Governance in Africa, Characteristics of China’s human rights and good governance achievements. “Africa countries can learn from China, which has implemented and put in place proper monitoring and evaluation mechanisms for the promotion of effective human rights and good governance. This has resulted in huge socio-economic development, and changed the lives of the billions of Chinese people.”

戈波朗·迪特尔霍克瓦的主题是“博茨瓦纳电视台利用健康信息权应对新冠疫情的功能传播策略”。他指出：“虽然电视和社交媒体的信息可以自由流动，但博茨瓦纳电视台在节目中也没有过多关注观众在评论中留下的关键问题。对这些问题迅速作出答复和反馈，可能是实现健康信息权的一种方式。”他还强调，在赋予女性权力、让她们在公众关注的问题上发出权威的声音方面，还需要做更多的工作。
Gopolang Ditlhokwa’s topic focused on “Harnessing the right-to-health information on COVID-19” with much emphasis on the role of state-owned television, within the scope of a functional approach towards managing the flow of information during pandemics in line with the basic fundamental human right, the right to health in the context of Botswana. He also highlighted the overarching need to consider issues of gender imbalances that occur on the voices of authority when managing pandemics such as COVID-19 “Despite using television as a tool to adequately propagate health-related information by extending viewership into social media, gender equality in the representation of women in key strategic leadership positions either in their communities or in government and parastatals is still a major concern.”
来自100多个国家的400多位嘉宾以线上和线下的方式参加了此次论坛。中共中央宣传部部长黄坤明在宣读国家主席习近平致论坛的贺信时，强调了习近平主席坚持人民至上，把人民对美好生活的向往作为奋斗目标的理念。他重申了中国共产党致力于通过推进全过程人民民主，把促进和保障人权放在首位。
The forum was attended by over 400 guests from more than 100 countries both online and offline. When reading President Xi Jinping’s congratulatory letter to the forum, the Minister of the Publicity Department of the CPC Central Committee Mr.Huang Kunming, emphasized President Xi’s philosophy of putting people first and taking people’s aspirations for a better life as full responsibility. He echoed CPC’s commitment to promoting and protecting human rights first, through developing a whole process of people democracy.
据悉，此次活动由国务院新闻办公室、外交部和中国国际电视台(CGTN)共同举办，以“人民至上与全球人权治理”为主题，汇聚了来自发展中国家和国际组织的各界行业专家和学者。
It is said that the colorful event that was organized by the State Information Office, the Ministry of Foreign Affairs, and China Global Television Network (CGTN) had brought together various industry experts and scholars from developing countries and international organizations under the theme: “Putting People First and Global Human Rights Governance.”
